The reason is that under current Philippine regulations the skipper in-charge of a yacht must either, be the owner or, must hold a Philippine Captain 1 license (or higher rating) and only a Filipino can appply for such a license. If the in-charge does not hold a Captain License then the insurance will be invalidated and that is why no yacht owner will agree to bareboat charter.

Most sailing cruise yachts available for crewed yacht charter are found in the area of Puerto Galera, Subic Bay, Coron / Busuanga and Boracay. However, most of these sailing yachts can be delivered to another location to begin a yacht charter.
